The Afghanistan Social Improvement Organization (ASIO) is a non-governmental and non-profit organization established in 2010. Registered with the Ministry of Economy under registration number 1579, ASIO operates as a domestic NGO. Job Description
Position Purpose
The Logistics & Procurement Officer is responsible for ensuring that all procurement, supply chain, and logistics activities are conducted in full compliance with ASIO’s internal policies, donor requirements, and the Policy and Procedure for Preventing and Reporting Sexual Exploitation, Abuse and Harassment (SEAH). The role ensures transparent, ethical, and audit ready procurement processes, safe logistics operations, and safeguarding aligned interactions with suppliers, contractors, and community members.
This position plays a key role in maintaining ASIO’s zero tolerance stance toward SEAH and ensuring that all procurement and logistics operations uphold dignity, respect, confidentiality, and accountability.
2. Key Responsibilities
A. Procurement Responsibilities
• Conduct procurement processes in accordance with ASIO’s procurement policy and donor guidelines.
• Prepare RFQs, announcements, collection of quotations, bid evaluations, purchase orders, and procurement documentation ensuring transparency and fairness.
• Ensure all suppliers, contractors, and service providers sign and adhere to ASIO’s SEAH policy and Code of Conduct, as required under cooperation agreements.
• Verify vendor legitimacy and conduct vetting to prevent engagement with individuals who may pose risks to beneficiaries or staff.
• Maintain complete, accurate, and audit ready procurement files.
• Ensure procurement clauses related to PSEA compliance, Anti-terrorism are included in all contracts.
• Support project teams in forecasting procurement needs and preparing procurement plans.
• Preparation of Sub contractor agreements and their follow up.
• Negotiations with supplier before signing the contract.
• Solve all the sub-contractor issues during the course of the contract.
B. Logistics Responsibilities
• Manage inventory, warehousing, and distribution of goods in line with ASIO’s operational standards.
• Ensure safe, dignified, and respectful distribution processes, especially when interacting with beneficiaries and vulnerable groups.
• Maintain updated stock registers, delivery notes, and asset tracking systems.
• Coordinate transportation, fleet management, and movement plans ensuring safety and efficiency.
• Conduct site safety mapping and risk assessments during distribution activities, aligned with PSEA risk mitigation practices.
C. Compliance & Safeguarding Responsibilities
• Uphold ASIO’s zero tolerance policy toward sexual exploitation, abuse, and harassment in all logistics and procurement activities.
• Ensure suppliers, contractors, and partners understand SEAH reporting channels and compliance expectations.
• Immediately report any SEAH concerns, suspicions, or allegations through established reporting mechanisms (hotline, email, GRC focal points).
• Maintain strict confidentiality of sensitive information and ensure data protection during procurement and logistics operations.
• Support awareness raising efforts on SEAH for suppliers and logistics partners.
• Ensure no retaliation occurs against any individual reporting SEAH concerns.
D. Coordination & Communication
• Coordinate with project managers, finance, HR, and field teams to ensure timely procurement and delivery of goods.
• Liaise with suppliers and contractors professionally, ensuring ethical conduct and safeguarding principles.
• Support donor reporting by providing procurement and logistics documentation as required.
• Participate in internal and external audits and provide necessary documentation.
Requirements
Education
• Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or related field.
Experience
• Minimum 3–5 years of experience in procurement or logistics, preferably with NGOs.
• Experience working with donor funded projects (UNDP, WFP, NCA etc.) is an asset.
• Experience implementing safeguarding or compliance policies is highly desirable.
Technical Skills
• Strong knowledge of procurement procedures, market assessment, and vendor management.
• Ability to maintain accurate documentation and audit ready records.
• Proficiency in MS Office (Excel, Word) and inventory management systems.
• Strong understanding of risk management and compliance.
