Job Description
Position Overview:
The Senior Finance Officer is responsible for managing ASIO’s financial operations and systems. The role ensures compliance with donor requirements and Afghan legal requirements, preparing financial reports, overseeing budgeting, strengthens internal controls, and supports program teams with financial planning and monitoring.
Key Responsibilities:
Develop, monitor, and revise annual organizational and project budgets.
Provide financial input during program design and proposal development.
Prepare monthly, quarterly, and annual financial reports.
Ensure compliance with donor regulations, Afghan financial laws, and organizational policies.
Ensure timely tax and legal reporting where applicable.
Manage cash flow, bank accounts, and financial transactions.
Supervise accounting staff and review accounting records.
Monitor grant expenditures of the annual budgets and ensure donor reporting requirements are met.
Prepare for and coordinate internal and external audits.
Strengthen financial policies, procedures, and internal control systems.
Identify risks and recommend justification measures.
Ensure transparency, accountability, and integrity in financial management.
Collaborate with program teams on budget planning and financial monitoring.
Requirements
Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Master degree is preferred).
Minimum of 5 years of relevant experience in NGO financial management.
Experience managing donor-funded projects (ADB, IFAD, World Bank, USAID, UN, EU, GIZ, or similar).
Strong knowledge of accounting software (QuickBooks, Tally, or equivalent).
Excellent knowledge of Microsoft Excel.
Strong analytical communication and leadership skills.
Fluency in English; proficiency in Dari and/or Pashto is highly desirable.
